Quest shields not showing up is not an issue for Content Designers, it's not something wrong with the quest or the NPC. This is something for the devs and is best /bug reported.
Note that some NPCs will require you to go through dialogue before the shield shows up, so it's not /all/ cases. If you run into an NPC that doesn't have a shield, that makes you go through dialogue first then pops the quest, that's intentional.
We have also noticed that this tends to happen if a designer is on and doing a lot of spawn script reloads. If that is the case, then you probably shouldn't report it.
Also try not to /bug report things that happen just once. If it happens consistently then it's a problem we need to fix.

Alright. It's time to update these quests to current standards and stuff. I will not be doing a reward item pass here, just updating the scripts with the latest code.
Once again, I will be going in order of what's in the database not necessary what people do in what order in game.
Three-Sided Tale - Complete. Edited the script of the questgiver (Grath) so that you have to go through his dialogue before the quest shows up.
Restore Marin - Complete. Updated with current loot handling code.
Find Elise - Complete

Placing the Blame (Part 1) - Updated with new loot code. Also set it up so the 3 dots are more likely to drop the items than the 2 dots.
Also made a Broken Fang Thug into a needed pather.

Placing the Blame Part 2 - Complete. Tried to put in a particle effect for the egg smashing but it doesn't look very good. might work on this more later.
Natural Resources - Complete
Natural Resources (Part 2) - Complete. The quest reward for this has 20 HP on the medium armor but nothing extra on the light armor.

Slay the Slavemaster - Complete. I won't have time to do this tonight, but it looks like the NPC here tells you to go back to the first questgiver to talk to him. And that's when he gives you that special dialogue. So now I know how to set that up for next time. That leads to "Find Mishka"

Find Mishka: So you have to go back to Hreldgor and go through some dialogue before this quest shows up. So that's been set up. Mishka had nothing recorded in the database other than her quests (Which is kinda weird, but w/e). So I had to make up a hail line for her.

Initiate the Escape of the Slaves - Complete. I had to create some runners and set the quest to spawn them and have them run off. Those always take forever (which is why I only got the one quest done yesterday as I was working on this one most of the night).
Collapse the Orcbane Mines - Complete. This quest is kinda underwhelming. I'm not sure if there's supposed to be an item that goes along with this quest but there was no indication of it. So you go click a brazier and leave. You don't even get to see explosions. There should have been an earth shattering kaboom.
Visiting Knights - Nothing needed changing
Lesser Hunting - Updated with the new loot handling code and loot drop code.
This entire area is underwhelming. None of these quests have rewards (At least for a rogue, I didn't check if they had rewards for other classes which was sometimes the case).
Hreldgor's spawn script has been updated so you have to go through his various dialogues to get to the quests he has available. Kind of annoying, but seems to be a theme. Plus you get some details on the lore while doing it.
