Quest Renton's Request - 581 npc dialogue

When doing the quest Renton's Request - 581 to collect trade goods for taxes from the farmers, Aniike Willems and Franne Starling have no quest dialogue. When you click on said npcs, the loot window pops up with the quest item, despite the player never asking for it. When talking to Danneth Veers and Hollister Randall, the player has to ask for the taxes and convince the npcs to hand the trade goods over.

I dropped the quest and did it again, and Aniike Willems and Franne Starling did show some quest dialogue. I am going to try it a few more times and see if it happens again.

Before anyone starts working on these NPCs, their scripts are extremely old and need to be updated in general.

I have noticed other NPCs giving blank dialogue and I couldn't figure out why. So it could be a new server bug that is unrelated to this quest/these NPCs.
