Details:
Equipping Pristine Harvester Tin Skinning Knife does not allow you to harvest skins.

Required harvesting 100. My skill is 139.

Same problem trying to harvest Jute plants with a Pristine Harvester Tin Sickle.

I think the player missed the important part of the description of these items: This sickle can be used by someone other than a reaper to harvest amateur textile plants.

The "harvester" items are to be used by people who are not that harvesting profession so that they can help someone of that harvesting profession harvest via group harvesting.

I don't believe this is a bug.
