Yes you can log in and play, but it is a development server so it is limited in what is implemented.

Quick answer: Yes, to a certain level
Long Answer: A lot of stuff is in game in a basic functioning state. There's still a lot of work that needs to be done. There aren't many quests beyond teens level, with some of the mid-range questlines available for those that might be bored (Hunter's League, Shadowhound Mount, Unicorn Mount). There is some diplo (several starter towns) and crafting (IOD only) available as well.
