Inquisitor Westlen offers me the level 6 quest The Stolen Locket - 176, even though I am only level 2, and I have not recovered the locket that is the quest entry for this quest.

This quest was apparently linked to the wrong NPC. The scripts were updated at some point so Westlen no longer has anything to do with The Stolen Locket.
