Thanks for linking. From the first few pages, I gather that this is targeted at unlawful circumvention of authentication and security mechanisms within the Client, rather than the actual emulation of the server. Does this sound accurate?

I honestly sounds to me like aiming to make it okay to reverse engineer and develop emulators. As it is emulators themselves tend to get a pass, it's the adjustment of the client and the interception of the communications and the work-therein that would be DMCA'able. But being a Canadian I admit to not being as well versed in all of that as some of you folks down south might be.

"The proposed classis not intended to reach “persistent worlds,” in which “the end-user is entering into a hosted world that remains static and intact when players have signed off.”1Persistent worlds require “robust servers designed to host hundreds, if not thousands of simultaneous players,” and cannot generally be re-created after a shutdown without the cooperation of the game’s developer"
