Can this dungeon be entered? I have the quest, found the cave, arrived at the portal but cannot enter. If not yet in game I do not want to keep trying.

At the entry portal wait for a npc that says the "pass word". In say-say the pass word and you will teleport in. It is the reverse line from one of my favorite movies.
