Where does harvesting/crafting work?

I have been trying out various starting areas and as far as I can see the only starting area where harvesting and crafting trainers actually work at present is the Isle of Dawn, which is probably the most uninteresting and boring part of the whole game. Can anyone tell me if the crafting and harvesting system has working trainers and resources in any of the original starting areas that I have missed? I know that Diplomacy is working in other areas.

Also, are the house and ship building quests working? Can we build our own houses or ships yet?

Harvesting trainers/quests should be available in most starter towns, not including Mekalia and Hathor Zhi. Crafting quests are only available on IOD, and the three continental style quests in their respective locations.

There are no recipes scripted beyond Tier 1. Housing and Boats themselves have not been put in game yet either.
