Details:
At "Hilltop of Ghelgad" the respawn for the Trained Scorpions seems not to work. Its part of the "Eradicate the Scorpian Tamers" quest and requers (0/11). I saw them before I got the quest, cleared the area for another quest. The next time I was there couldn't find them . Cleared the area several times but they didnt respawn again.

It appears that the scorpions are despawning if the leader Ksaravi Scorpion Tamer despawns. It also appears that if the Ksaravi Scorpion Tamer is not spawned when it's time for the Scorpion to respawn, it will not ever respawn. (Even after the Tamer has respawned).
