Details:
For the quest "Scout Recovery - 7580," when you get to the area with the chests, both chests show sparklies. However, when you right click on either chest, the sparlies disappear from both chests, even though you still have to loot the other chest. This was confusing the first time I encountered it.

For note, this issue is actually for quest: Cartheon Initiative 7581. The Sparklies are acting very inconsistently. Sometimes it works, sometimes they both drop.

Scripts updated to handle location specific interactions.

Scripts were updated to handle location specific interactions, inconsistency Jakkal noticed was from previous setup still being cached in the quest data. Reloading quests caused chests to work as expected.
