Help in the Marsh- single quest, or questline?

Sorry, I'm not sure if this is a bug, or if it's just not quite finished, so I figured it was best to just post here. I went to Cragwing Ridge (I'm still a bit young yet, only lvl 31) and there was only 1 yellow quest: Help in the Marsh - 6830. So as told, I went to Ainsley Heath in Ward of the Sleeping Moon, turned in the quest, and the questline ends there. I don't see any other quest givers in the area.

Wardship of the Sleeping Moon hasn't been set up yet. The only quests available there are related to other questlines, like being sent there from another chunk, or the Unicorn/Shadowhound quests.
