Quest kills don't update every time.
I've killed about 10 Tursh Valley Bears and the quest only updated for 2. Also, most of the Tursh Valley Bears appear to be spawning in the river?

The bears in the water probably have a different spawn ID than the ones on land. This is a common reason for why quest updates don't go through.

Unsure about the experiences of this player, but I went through this quest. Only two bear locations were spawning in the river with a different spawn ID than what was on the quest. I have removed these bears. All the other bears updated the quest normally.
