Details:
I have gathered 10 Stolen Supplies for quest Halfling Bandits - 5190, but when I try to return them to Kalin Breton, as the quest instructs, he doesn't have a green quest icon, nor does he offer me any dialog. The quest is marked complete, so he should have the green quest icon and offer the reward for the quest.
