Hailing attackable mobs engages autoattack
If you go up to any mob that's set to be attackable (Hostile and nonhostile), you will engage auto attack and proceed to smack them around. This is causing problems in Isle of Dawn for the quest "The Village", which requires you hail the Kojani Villagers.
You can hail them as soon as they die and get the quest updates, but still, you shouldn't be attacking them on hail.
We suspect it might have something to do with the recent change with hail animations.

A change to the hailing setup was passing any manual hail attempts (pressing 'H') to the NPC interaction function (right clicking). However manual hailing should never trigger attacking. I reverted the change so manual hails work again.
