Unsure what they're referring to here. If it's about going through the dialogue first, this is a known issue. If they can't accept a quest being shown, that's another issue.

I had worked on this quest a couple weeks ago and made the quest able to be taken. I believe it was not showing the quest after going through the dialog options.
