Details:
The Tursh starter quest sequence isn't in the right order. After completing Destroy Horror's Source (7576), I should wind up being sent to Inquisitor Senn out by the Cockatrices. There is a quest to kill an undead named Shargon that I'm supposed to get here. Instead of being sent to Senn, I got the final set of quests inside the Rift by Inquisitor Liorana. That should come after the Senn quests.

If you read the quest text from Inquisitor Liorana to find Senn, she makes it sound as if you have completed the Rift Seeker's Torrent questline in the dungeon, and you do Senn's stuff and you get the final component of the Lucky Charms bracelet. Since they make you do the temple in IOD (or they used to before they made it super easy), I felt like this was fine to do for Tursh. Senn's first quest also makes it sound as if you have completed Rift Seeker's Torrent first.

So yes, you have to do Riftseeker's Torrent before you can do Senn's quests to complete the charm.

The fact that she immediately sends you to the guardpost, then immediately sends you to Themwar's Shield also lends credence to this.

So I don't believe these are working out of order at all.
