Details:
In the quest "Venom and Bile," every Sunstained Scorpion drops the quest item. However, only about half of the Monitor Lizards do. In VG quests, either the mobs dropped them 100%, or they did not. I don't remember any quests were was a mix of always-drops/sometimes-drops. Also, the lizard quest item is called "Bottle of Scorpion Venom," but I figure you already know about that from the designer quest notes.

There were several quests where one item would drop 100% and others would drop at a lesser rate. I don't believe this is a real bug.

Regardless, HZ needs a complete overhaul. Setting this to closed.
