Details:
I was able to purchase the ability "Acceleration" from Hayatet the Great Phoenix near the Khal bindstone. I am a DK, so I should not have been able to learn it. Also, it is a psi spell, IIRC, so a shamanic avatar shouldn't be selling it.

I didn't even think that was a PC spell. Right now it is designated as all races all classes, but it was marked as non-trainable and now seems to be trainable. This is a PSI spell?
