Caging the Wind (diplomacy quest) is broken. You cannot speak to an aspect about the otherworld which you need to complete the quest. And, if I just breezed through the dialogue (which I did >.

This quest is broken because of the double-parley-same-name/missing parley issue. This was mentioned in my thread here: viewtopic.php?f=57&t=2058

We are unable to fix it at this time with the resources we have available.

No diplo quest allows you to redo a quest parley if you've already completed it, as well.

Dahknarg Diplomacy should not be tested at this time because of the issues with parley names.

I have put a note on the Quest Text warning players that this quest is not working properly.
