Details:
skills which affect self / defensive target will not cast if your currently selected offensive target is dead, instead you will recieve a pop up message saying "Invalid target". these skills will cast properly if there is no offensive target selected or if the offensive target is still alive.

Yeah these checks have to be done either in the Lua functions or the function that builds the target list. Anywhere else and it will cause problems because there are just too many cases to handle.

It was working correctly last night (after update to NT I assume), but now has the same issue again. Perhaps this is due to the recent changes to NPCs so we couldn't attack them?

Yea i noticed it last night while working on something else and fixed it in the code but never got a chance to update NT but NT has been updated let me know if you see anymore issues with this.
