It's acting like a permission issue.... Try replacing the files in the C:\Vanguard EMU folder with these and windows loves to block stuff make sure to right click the zip go to properties and check unblock before you extract the files.

I did right click, go into properties and check unblock before I extracted. I really have followed the setup guide in the forums.
I downloaded the new .zip, right clicked and selected properties and checked "Unblock", then I extracted the 3 files and copied to my C:\Vanguard EMU\ directory. I confirmed the options file had the new stuff in it like the server being "New Telon". I then double clicked the new .exe. The same spam happened, and when I checked the options .xml file, it had been overlaid again. I'm at a loss. I don't know how else to give it the permissions it needs. My user that I log into Windows 10 with is an administrator.
I checked permissions on the users too. Authenticated users, administrators and users all have full control.
I just tried disabling Windows Defender and my anti-virus software. It didn't work.
At first glance, this does appear to be a permissions issue, but if that is true, then why does it have permissions to overlay the lp_Options.xml file after I change it to the new version you provided? If it was permissions, you would think that it would not be able to do that. Very strange.
I APPRECIATE all of your efforts. I know you guys are working on this project as an act of love for the game. I know it's volunteer work. I had hoped to be able to capture some of the magic of Vanguard again, but I don't expect it's going to work now. It shouldn't be this hard.

To those who use IOBit Malware Fighter, it causes issues. You need to add the c:\Vanguard EMU directory to the white list (or whatever directory path you used).
