Details:
My snare (Engangling Web I) appears to be acting as a root rather than a snare. The mob I hit with it didn't move at all.

I looked into this a few days ago while in the middle of something else, but forgot to bring it up. Normally mobs use a server default movement speed, but when snared they try to use their individual movement speed attribute as a base for the snared speed calculation. However that attribute is 0, so they no longer move until the snare drops. I'm guessing the movement speed attributes have not yet been set up. Once set, the mobs should always be using their speed attribute instead of a server default, since not all mobs move at the same speed.

That script is using a old function check out Spells/Sorcerer/Frostbite.lua for correct usage.
