Actually the quest item, if you are referring to the shears, do not get used directly at all. They need to be in your inventory and you just interact with the goat itself. If you don't have the shears (you delete them from your inventory for some reason), you'll get a message that you have nothing to shear the goat with.

I just added a way to get another pair of shears from the quest giver if you should lose yours. I'd like to put a limit on that so you don't keep getting free things from the quest giver but I think it should be punishment enough to have to walk all the way back to get more shears. And they are quest items anyway so you can't really profit off of them. Ultimately you can always abandon the quest as well although you lose the progress you made so far.

I am looking at putting a message on using the shears as well to point to the fact that you don't use the item to make it a little more user friendly (even though I don't think Live was quite this friendly).

In any case, there is no bug here. Just some opportunity for assistance with completing the quest.
