Just one reference to a diplomacy NPC quest giver in Hathor Zhi:

"The quest A Mysterious Case is now obtainable by dark elf diplomats of at least skill 40 from Legionnaire Ikari in Hathor Zhi."

Lists continental style and tier crafting quests. Looks like it gives starting city and NPC that gives quest requirements etc.

Has links to adventuring quests and diplomacy quests but does not appear to have quest dialogue. Does have co-ordinates, starting NPCs and quest rewards

I agree with the proposed changes. Will have to think back on crafting to remember if there are any dependencies.

Just completed all quests in Grimsea Watch and they appear to be working as intended.
