Arc of Harmony consists of 5 "flying" islands. 4 Elemental islands, and a central Island.
To gain access to this dungeon, you must activate a control panel which can be found in front of Cammora. This then teleports you to the central island.
To gain access to the building on the central island, you must visit the 4 elemental islands and defeat the named mobs to obtain their Orb. Once done, return to the door to the center building and interact with the control panel to find an additional option. Once inside, catapult to the top and go onto the summit platform to face Shinu NABEMAH (a 4-dot level 12 all caps named mob) to complete this dungeon.
