NPC Face Target

I'd like to try and fix these ignorant NPCs. When I hail them, they should turn to greet me instead of talking without acknowledging I am standing to their left.
Pretty sure that would be a simple thing, once we consider all the times they should not face you (combat, running, etc). Being LUA scripted, it can be controlled on an individual basis, too.
