Quest 7526 "Meeting Quotas"

Quest 7526 "Meeting Quotas" no longer requires the Designer's note or NPC aid. I can confirm I was able to obtain both the Hearsay about Trends and Rumor of Blackmail from normal Civic Parleys with NPCs around the island.
