The Quest Objectives list two different types of parleys that you'll be attempting to do:
* Convince the Magistrate to Assist the Attack
* Incite the ElderChief to Assist the Attack (<--probably should be a space between Elder and Chief) When you go to each individual NPC to do the parley, they're both listed as Entertain parleys.
Magistrate: Elder Chief: I checked to make sure that Convince and Incite were valid parley types and grabbed a screenshot from a Civic parley showing both:

Fixed this.

As a note to the devs and other content designers, while looking through this, it appears that somehow collects have put the parleys for this quest on the wrong NPCs as well as the correct NPCs. The issue is that the 'wrong' NPCs have the proper data associated with the quest parley. For example, both of these parleys were level 8. But the correct NPCs both had 0 for all the data. Magistrate Gai's conversation type was also zeroed out (and 0 = Entertain). To Re also had his parley data set to 0.

I don't know how the data got so messed up that the stoneshell beetle in Veskals' Exchange was recorded with the parley, but the main issue is that the stoneshell beetle's parley had the correct data, where as To Re's did not.

As another note the Starter area Diplo Quests in all towns needs an update because they are super old and our diplo designer became a diplo dev. So he's not doing the grunt work anymore.
