Details:
Bought a diplo card from vendor ("Statement: Infallible Proof"). I right click it, Open diplo tab on abilities to place card in use table, its not there (but gone from inventory). Bought again, right click, get message "you already have this diplo statement" but I don't have it in the card list.

Unable to recreate. Had a character without the card in the Abilities|Diplomacy tab. Had it up and open and the card was not there. I bought the card, used it and it refreshed my Diplomacy tab. When I searched through it I found the Infallible Proof statement. I bought the card again and tried to use it and it said I already had it. It appears to be correct.
