Details:
Shotaru of Pride mob (quest # 7475) does not seem to exist or cannot be located. Using /tar did not work either when in the general area, therefore the quest is broken because it cannot be completed.

May be confirmed. It looks like if people aren't looting the mobs (or leaving some loot on the mobs) it bugs their respawn. This isn't a content design issue.
