I noticed that the Hobgoblin Overseers around the Xao Marshland in the Isle of Dawn are all non-hostile(yellow instead of red). Shouldn't they be hostile since that's the main threat here? just a question. thanks

No, only the named ones are hostile. It was the same way as live.
