Unable to reproduce. This might be related to the issue of sparklies in general where they sometimes show, sometimes don't show, and sometimes show when they shouldn't. I don't believe this is a content bug.

Question is are they getting the exclamation mark when hovering over the object, or just that the object itself is highlighting a bit? If the latter, that's just how the client is. All interactable objects glow a bit when you hover over them, regardless of the player's ability to actually interact with it at the time.
