For quest The Drowned - 1571, it looks like Drowned Windshapers don't give a quest update. All the other Drowned [whatever] I've killed do update the quest. I suspect are supposed to as well.

The vast majority of Drowned Windshapers updated the quest fine. There were 2 specific mobs that didn't. One was a female model that I added for the kill quest. The second was in the water so saved as a different Spawn ID, which I stopped from spawning.
