Details:
Quest Agates for Adventurers - 6682 -- none of the brownies on the beach drop Beach Agates. The Brownie Agate Collectors are supposed to drop them. I was able to gather agates from the beach to complete the quest, but both methods (killing brownies and gathering) should work.

The brownie collectors have remembered what their job is and now collect Agates, which you can collect from them.
