Details:
On quest Brutal Slavers - 3068, I have free the requisite number of slaves, but the unfree slaves still have sparklies over their head, and I get an ! when I hover over them. When I try to click, I get the message "You need hte Chain Cutting Shears to free this slave." I still have the shears, as I have not turned in the quest. I suspect that the sparklies should not appear AND I should have lost the shears at this point.

The sparklies remaining is a known issue. This is not something the content designers can do anything about.

The chain cutting shears are not removed until you turn in the quest.

Though it does look like it gives the "You need the item" line after you're finished. I'll fix that tomorrow (Server just crashed and I need to get to bed).

I can't replicate this problem though. I think it's just the sparklies not working right again.
