Details:
If you use your food to regen while your in-combat, attacking something or not, it consumes your food but doesn't work because your in-combat.

Food needs to be rescripted anyway. It's kind of halfass right now and not really working as it should. People are using it because HP is regenerating way too slowly.

that is not a bad thing food should always be preferred over out of combat regen.

Just bumped regen some based off the characters level food still need's a precheck for in-combat.
