Quest id# 7608 and 7609 cannot be written different

Hello
I was trying to write these two quest scripts BUT they both overwrite each other when i make change to one the other has the same script pop into it.
Each quest is given by different NPC with different having a different quest required.
Report to Drovin at Bordinar's Gate (quest_id: 7608 ) eiflia Goldforge (id# 1360027) is supposed to give this one after you do quest Topple Mountain.
Report to Drovin at Bordinar's Gate (quest_id: 7609) Warden Amma(id# 1360071 is supposed to give this one after you do quest Clearing up Copppermelving quest.
