Details:
I'm not sure the quest icon colors are working exactly right. When I approach Kiri Tentrees with the first quest, her icon is blue, and when I get close it turns green. But Veteran Sixfish and the trainer are green for their quests as soon as I can see them. IIRC, the icon for the trainer (at least) wouldn't turn green until after hailing.

I'm not seeing the significance of this requirement. Shouldn't the NPC's with quest turn-ins be showing that they have turn-ins available? How would you know, otherwise?

The player is incorrect. It exactly matches the video of live action, at least as far as I tested through. Kiri is a "locate" quest, so it updates as complete when you get within range. Quests that have you "talk to" someone turn the icon green over their head as complete when you pick up the quest. Maybe not all, but most.

If you are not high enough in level to take the quest, it will be red on the NPC.
If you are too high in level to get XP off it, the shield will be gray.
When you are the right level range for a quest, it should be yellow on the NPC.
When you are on a quest and have not completed it, it will be blue on the NPC
When you complete a quest, it will be green on the NPC.

The above quest is working as intended. She's the NPC that you turn in the quest. So as soon as you take the quest from the first fellow, she will get the shield and it will turn blue (Because you're working on it and haven't finished it). When you enter the hitbox area, it turns green, because going to her completes the quest.

If people are bug reporting this, it's probably because in the original version of the game, she was closer to the town center than where she is now. So people didn't see this behavior so dramatically. I don't know SOE moved her and the first quest guy to be so close together, I guess they thought players were too stupid to follow the path and find them.

I reported this. I was perhaps not clear enough. I did not think the problem was with Kiri Tentrees, but rather with the trainers. I used Kiri in the /bug report as an example of the way it should work.

I always thought that a green icon indicated you had completed a quest. If someone sends you to a trainer, you have not completed the quest until you actually go to the trainer. Therefore, the icon should not be green until you get there (e.g. Kiri Tentrees) or you have opened the quest window and clicked on something. Thus, the trainers are not behaving the way I expect them to.

Now, it has been a long time since I did the IOD quests, so I maybe they behaved this way in the game, but it didn't seem right to me.

I think it depends on the situation. For Kiri, they needed you to go to her and listen to her story. So it didn't turn green until you entered the location. For the "Go Train" quest, which is a little buggy right now, they just want you to turn in with that NPC, so it's automatically finished and you turn in. That's the way I remember it working. Maybe there's a video of IOD quests that show it.

So I guess the distinction is that one quest is a "Go to this location" quest, the other quest is a "Talk to this NPC" quest. (Even though it seems the same).
