Are all the vanguard patch notes saved here ?

Hello everyone
Just was curious if all the patch notes for VGO where stored here some place for future reference ??
I only ask because in other emulators I have played on having game patch notes can help to determine how certain aspect of the game where or changed etc.
pls disregard if someone has these already.
