Details:
The Azebaj Drone at the Azebaj hive has a yellow name over his head, but his name is red in the offensive target window. Azebaj elsewhere are agro'ing me, but these do not. Spawn_id=930283, faction is 362.

Assigned this to Xinux to check quickly if it's just a packet/struct issue, or if a simple value is wrong being sent to the client for OffTar window. If it's code, it can wait for a dev.

I can say that I would not expect that system to be fully working, as I've put in just enough to give players some aggro warning. There's definitely some work left to do on target colors and so on. Feel free to look at it; I believe a good chunk of it is in WorldCharacter.cpp.
