Vanguard Diplomacy Mini-Game

Recently this MassivelyOp article was released

It quickly turned out that there was no intention to release a card game at all. And he was only fooling around

I remember someone posted a link to a existing Vanguard diplomacy card game written in java sometimes last year (maybe november or later..).
I believe it was hosted on a free.fr account or .net? , spend some time yesterday searching the boards but cannot find it
Maybe someone remembers the url or bookmarked it?
