Details:
While harvesting a quarrying node, I was aggro'd by a guard in Pankor Zhi. Even after ending harvesting and backing away from the node, I was unable to use any abilities on the guard. When I targeted him and tried to attack, I kept getting a "You do not have a valid target" message for my abilities. I was able to target and attack (accidentally) another random mob that was nearby, but I was never able to attack the guard. I had to run off the agro and come back.
