I don't think druid started level 1 with that many phenomena points. I believe towards sunset they raised the total pool to 70, originally it was not as much, but the class was changed with that and the use of stances. That sounds like Bloodhowler Caverns around Dahknarg. I think there are a lot of dungeons around level 7 that are tuned for 2-3 people. A few such as Arcanium are soloable. It's probably true that both IoD was needed at the time market-wise and, that it doesn't quite fit with the overall game; I would say it's a tutorial.
I never rolled any alts on it. My first was in Lomshir which, towards the end got raised to the 10s, and that ought to be a low level place.

Yes, I would say that originally the 20s were the "kind of" dry times. SOE stood that around by making more 20s areas out of the 10s zones, so you were left with I think three 10s areas to match the three starting areas. That whole compression was pointless and unnecessary. To me, it's mor...

Yeah, I figured it might all be untouchable client stuff.
Since the game has the option to turn off all names, I am not sure why it then decides that a target is something different from "everything" and displays its name, always seemed weird to me.

Wasn't Magi Hold a revamp? That was originally Kojan's 20s dungeon. The walled section in Blighted Lands seemed undeveloped, hundreds of critters crawling around without any quest material.
