You just need to kill ghosts in the area until Ibuteon spawns. There are body parts that drop and these are UNRELATED to Ibuteon. I don't know why Sigil/SOE decided to put them in the same place. Ibuteon spawns near a big tree in the area. So just kill and check around that tree every so often.

Is the game source code available for download by any chance? if yes, where? if no. why not? I'm afraid that "reverting back to launch" is not one of our goals. We're setting up VG as it was at Sunset with some minor things rolled back to VG's mid life. (2010ish). There are some changes that would be impossible for us to roll back due to the nature of the client itself.

The only thing listed for "Manifest Download Error" on our troubleshooting guide is the following, but it seems to be for Windows XP, so not sure if this will help you (And it sounds like you might have tried it):
