Quest "To the Mill - 6357" gives a useable item "Zarian Dust Pouch" that (I think) is supposed to lure a dazed farmer but the item does not seem useable or is not doing anything to cause the farmers to follow you. I dropped the quest and item and restarted it with same effect.
