The issue is with the client itself and that is not being changed in anyway so if wine had a issue at sunset with the client it will still have that issue.

IMO this is the order of how equipment power should be and also should go by level of the item. There will be exceptions to the rule for instance a epic quest line to get weapon/armor should have the same power as a raid item if the difficulty is the same. Vendor Items -> Normal Mobs -> Dungeon Mobs...
