This is occuring on a new account / new character that is working on the diplomacy tutorial in Tanvu. It does not consistently happen but it happens in most parleys. My cards are not refreshing even though several "rounds" are passing, here is an example where my cards are "stuck" at refreshing in 3 rounds but they just stay that way for 5-6 rounds: Obviously I always lose (it was a bad hand I was playing but still I had no chance anyway with my cards stuck at not refreshing) which basically keeps me from progressing any further in Diplomacy past level 2.
I had the same issue when i tried my T3 Pota paelry last night. I noticed my cards wernt refresing like they should have. And yes the results were BAD
