Returning player here and I am stuck on the Isle diplomacy quests. I'm currently diplomacy level 7 and I have 3 level 5 quests that I cannot complete due to low academic presence. I need 10 academic to initiate the interviews and the highest I can get is 6 with quest reward and vendor gear. Am I missing something or do I just have to acquire more +academic gear then come back for these. Thank you in advance for any replies.

Base presence meaning presence regardless of gear equipped. Other than that, you can raise the buff called "Smile and Nod" which is a crafting diplomacy buff via Civic parleys. That will add +10 to all presences. You ought to have everything needed to progress without said issue.. but I'm not sure of your situation.

You can collect plots, blackmail, trends, etc and turn them in for rewards in sun village. If I remember correctly theres a reward that has +10 academic presence on it. Might have been a shirt or jewelry item. When I was on the isle last (over 6 months ago), the civic buffs had been turned off. What Graye mentioned about doing the parlays seems to be the quickest way. Welcome back to Vanguard!!
